Can not get past the Log In Screen

Symptom

User gets redirected to the 'Session Timeout' page even though a valid User ID & password is submitted or Option 'New User is selected'

Cause

Per Session Cookies are disabled

Solution

Enable Per Session Cookies under Tools – Internet Options (Tab Security Settings)
